This paper defines corruption as “the act by which ‘insiders’ profit at the expense of ‘outsiders’, conveying the ideas of abuse of position, offending against relationships, and underhandedness, and sets out some guiding principles for tackling it as a major development issue.

It puts forward a number of recommendations for action.
