The term ‘vulnerable’ can describe a person who has particular needs because of their age, lack of ability, a physical or mental health challenge, or who is dependent on others for the provision of their basic needs as a result of their status or lack of power and control.

This tool helps people to understand how disability can lead to vulnerability and exclusion.
