At the UN Climate Talks in 2021, 39 governments and public finance institutions committed to ending all new support for overseas fossil fuels by the end of 2022. This has the potential to shift $28 billion out of polluting fossil fuels and into a clean energy transition in low-income countries.

This report is published jointly by the International Institute for Sustainable Development, Oil Change International and Tearfund. It highlights key opportunities and challenges for signatories to the Glasgow Statement to deliver on this commitment, accelerating and ushering in a clean and just energy transition as an emerging global norm.
