This Tearfund briefing for the 2005 World Conference on Disaster Reduction urges governments to commit to concrete and urgent action to reduce future disaster risks.

It argues that it is both indefensible and illogical not to help communities prepare for disasters, and urges donor governments, financial institutions and aid agencies to adopt new thinking about aid budgets and programmes, in order to help the world’s most vulnerable communities safeguard their lives and their path out of poverty.
